How tight the tape should be
Snug means the tape touches skin all the way round without indenting it; tighter compresses tissue and reads low, looser reads high.
"Snug but not tight" sounds like advice that dodges the question. It is not - it is a specification, and it has a definite failure mode on each side of it.
The specification
Snug means the tape makes contact with the skin at every point around the circumference, with no gap you could slide a fingernail under, and with no visible indentation where the tape sits. That is the whole definition. It does not mean pulled until it feels secure, and it does not mean loose enough to spin freely around the shaft - both of those are already off the mark.
Two failure modes, two directions
Too tight compresses the tissue under the tape. Soft tissue is compressible in a way that bone is not, so pulling harder does not just make the tape sit more firmly - it genuinely reduces the circumference being measured, and the reading goes down. A tape pulled hard enough to leave a visible line when removed has already taken this reading too low, and the amount depends on how hard you pulled, which is not a fixed quantity from one session to the next.
Too loose does the opposite. A tape with any slack traces a slightly larger loop than the surface it is meant to be following, and the gap adds directly to the number. This failure is easier to fall into than it sounds, because a loose tape still looks like it is "around" the shaft; it just is not touching all of it.
Both failures are common, and they are not symmetric in how obvious they feel - overtightening feels deliberate and loosening feels like carelessness, but either one moves the number by an amount that swamps the difference tension itself is meant to control for.
A self-check that needs no second reading
Once the tape is wrapped at the site, it should slide around the circumference with light friction when you nudge it, not spin freely and not resist. If it leaves an indentation when you take it off, it was too tight - loosen slightly and take the reading again. If you can see a gap anywhere around the wrap before you tighten it, that is the too-loose failure in progress; work the slack out before reading, not after.
This is a genuinely low-effort check. It does not require a second measurer, a reference object, or repeated sessions - it is something to do on the same wrap, before you read the number off the tape. Some tapes are built to hold that snug tension for you rather than relying on a steady hand throughout the read - a self-locking body tape is worth knowing about as a hardware answer to the same problem.
Where this sits in the rest of the method
Tension is one of several specifications that have to be met at once for a girth reading to mean anything - the tape also has to sit square to the shaft rather than at an angle, at the right site along the shaft, and the whole thing has to happen in a couple of seconds so wrapping and re-wrapping does not itself change the state you are measuring. Getting tension right and getting the angle wrong still gives you a bad number, so the two checks are separate steps, not one habit that covers both. The general method for taking a measurement the way the published data do treats tension as one line in a longer checklist, and it is worth reading tension in that context rather than in isolation.
What tension cannot fix
A perfectly tensioned tape still only produces a circumference at one site in one state. It says nothing about how that number compares to anyone else's without the published data behind it, and it says nothing at all about how the whole thing looks or reads to another person - that is a judgement, not a measurement, and it is the kind of question Rate Penis is set up to answer rather than this one.
